Inside, controls and the paper dispenser have to sit within a 48 inch high, 15 inch low forward reach zone under section 308.2.1, and every handle or latch has to work with one hand, no pinching or twisting, under 5 pounds of force, per section 309.4. Close to the accessible path, and close to parking, not tucked behind the porta johns in back. A unit that meets every dimension inside and still sits behind a curb with no ramp fails the intent of the rule.
